A collaboration of Fine Arts Services, Ned Kahn, Artist and EE&K for the Port of San Diego and Centre City Development Corporation to create a Public Art Visionary and Schematic Design Plan for the future strategic role of public art in the San Diego Bay area and its relationship to the downtown North Embarcadero Waterfront. Analysis, artscape narrative, mission and vision statement, guidelines and objectives along with an Implementation Plan.
